Perusing the exceptions for the local laws on requiring a building permit:

Examples:  The following is a list of items that do not require permits:

One-story detached accessory structures less than 120 square feet of floor area.
Window awnings supported by an exterior wall on a dwelling unit, when not projecting more than 54 inches.

So I'm thinking a 10x12 "shed" that's 10' tall, with beds suspended near the ceiling, a false floor 6' above the actual concrete foundation for storage... with dual cinder block walls 3' apart, filled with earth, solar panels, propane stove.

Of course, if they can outlaw a garden...

Power is usually OK, as is water (cold, anyway, a garden hose bib).  Hot water, HVAC and sewer connections can be an issue.

One friend put an apartment in the garage - called it an office, roughed in the plumbing and tiled over it, after the final sign-off broke out the tile and finished the plumbing.  Then moved his kid in.
